Cosplay is the name of a Japanese custom, it consists in dressing like famous characters of comics, animes, video-games, films...
The word cosplay means "costume + play". So, as you can understand now, cosplay is playing a role with a costume of the character that you have chosen.
In Japan you can find the called "cosplay cafes" where the people (even the waitresses) are dressed like anime characters.

It's completely normal to see conventions of cosplay where the participants act, dance or/and sing like imitating his character.
The place where you can find the more spectacular costumes and suits is the district of Harajuku. The Sundays, in Harajuku streets, all cosplayers are talking around to show his amazing dresses.
